2011 INCMA Lecture Series: “Hurricane Katrina’s Strategic Context, Responses and Lessons Relevant to Recent Disasters in Japan and the U.S.” Thursday June 2, 2011
Please join the InfraGard Nations Capital Members Alliance (INCMA) for an event in our 2011 Lecture Series. This event will focus on what happens during a mega-disaster, as well as significant lessons learned – the latter of which are particularly important for critical infrastructure owner/operators in light of recent mega-disasters in Japan and the Southern United States.
INCMA, in partnership with the Center for Infrastructure Protection and Homeland Security at the George Mason University School of Law is hosting this event on Thursday June 2, 2011 from 6:00-8:00 p.m. (check-in and refreshments begin at 5:00 p.m.).

Colonel Bob Stephan, former Assistant Secretary of Homeland Security for Infrastructure Protection and currently Managing Director of Dutko Global Risk Management, will be presenting his slides on the extent of the Hurricane Katrina mega-disaster – and will show many images that have seldom been seen before by the general public. This event could not be more timely in light of the recent Japanese mega-disaster in March 2011 that featured an earthquake and aftershocks, a tsunami, flooding and several radiological emergencies; as well as the recent deadly tornados and violent storms that swept through the Southern United States. The Federal Government is taking concerns about mega-disasters very seriously and the DHS National Level Exercise 2011 (May 16-19, 2011) was designed around a massive earthquake in the New Madrid Seismic Zone (NMSZ). Planning for disasters must now assume the likelihood that multiple types of disasters can happen simultaneously,
After his presentation, Colonel Stephan will be joined on a panel by Mr. Jim Caverly, Director of the DHS Partnership and Outreach Division (POD) within the Office of Infrastructure Protection (OIP), and together they will address practical ways that public-private partnerships such as InfraGard can provide Subject Matter Experts (SMEs) to DHS, FEMA, other Federal agencies, and state/local emergency responders to better protect critical infrastructures before disaster strikes – and to accelerate the recovery of damaged critical infrastructures after an emergency.
Colonel Bob Stephan is Managing Director, Dutko Global Risk Management, a core enterprise of the Washington, D.C.-based strategic consulting firm, DutkoWorldwide. Prior to his current position, Colonel Stephan served the Assistant Secretary of Homeland Security for Infrastructure Protection, U.S. Department of Homeland Security from 2005 to 2008. In this capacity, he was responsible for the Department's efforts to catalog our critical infrastructures and key resources, develop the National Infrastructure Protection Plan and coordinate risk-based strategies and protective measures to secure our infrastructures from terrorist attack, as well as enable their timely restoration in the aftermath of natural disasters and other emergencies. His specific areas of focus included the following critical sectors: Transportation (including ports and maritime facilities), Communications, Energy, Dams, Information Technology, Critical Manufacturing, Chemical, Nuclear, Water, Banking and Finance, Food and Agriculture, Commercial Facilities, Government Facilities, Emergency Services, and Monuments and Icons. His efforts also included extensive partnership building and facilitating risk analysis, contingency/resiliency planning, risk mitigation and emergency response planning across a wide array of Federal, State, and local government and private sector security partners. With the initial activation of the Department of Homeland Security in 2003, Colonel Stephan served as Special Assistant to the Secretary and Director of the Secretary's Headquarters Operational Integration Staff. In this capacity, he was responsible for a wide range of activities that included headquarters-level interaction in the areas of strategic and operational planning, core mission integration, domestic incident management, and training and exercises. He also directed the Interagency Incident Management Group, integrating Department and interagency capabilities in response to domestic threats and incidents.
Jim Caverly is the Director of the Partnership and Outreach Division (POD) within the Office of Infrastructure Protection (OIP) in the Department of Homeland Security (DHS). POD develops and sustains viable strategic relationships and information sharing systems and processes with the owners and operators of the nation’s critical infrastructures and key resources that support program execution across the spectrum of preparedness, prevention, protection, response and recovery activities. Additionally, POD provides coordination and management of the NIPP process and its supporting Site Specific Plans (SSPs), as well as the National Annual CI/KR Report, which tracks progress of NIPP and SSP implementation, including performance metrics. Mr. Caverly joined DHS at its inception, having previously worked for the Department of Energy (DOE) and its predecessor agencies over 25 years. During his tenure at DOE, Mr. Caverly was involved in a broad range of energy-related issues, including energy emergency planning, critical infrastructure protection, international energy security, domestic energy supply, nuclear safeguards and security, and national security policy and planning. Mr. Caverly is a graduate of the University of Notre Dame and the NavalWarCollege, and served for three years on the faculty of the IndustrialCollege of the Armed Forces at the NationalDefenseUniversity.
